From the chamber in meteor Falls in which you obtain TM02 (Dragon Claw). Go into the main chamber and ascend the waterfall; go down the ladder; head to the ladder to the north, veer to the west going down the mudfall and head down that ladder, navigate across the aquifer to the north, and search in that small chamber.

You can encounter a Bagon on the very top floor of Meteor Falls.

To get Bagon,you must have beaten all Gyms,and have Surf,and Waterfall.Then,go to Meteor Falls,and surf to the waterfall,go up there,and get to where you find TM02(Dragon Claw),search around in there,and voila!,you have a Bagon(usually Lv30-35).

There is this small chamber in Meteor Falls that happens to be the exact room where you can find TM02 Dragon Claw.

If you hadn't obtained it, you have to go to Meteor Falls and go up the Waterfall. Go into the cave and notice the stairs. Go down the stairs and once you're in the next room, you should notice two sets of stairs.

If you go up the stairs to the south of you, you will be in a ledge where you can find TM23 Iron Tail. Also, if you beat the E4, that ledge is where the extra cave is added (Steven is found at the end of that cave and if you hadn't battled him yet, he will battle you if you talk to him).

Anyway, back to the point. Before you go up the stairs to the north of you, notice the water to your right. That's the area of water you need to get to. Anyway, go up the stairs and try to avoid the Old Couple and the Dragon Tamer if you hadn't battled them yet.

Once you're in front of the Dragon Tamer, start going down the ledges, but stay as far left as you can. So, what you're really doing is going South-West.

Go down the stairs (if you followed my directions, you should see stairs) and you'll be in that magic room with the water. But this time, you can actually access it. So, use surf and follow the path. While following the path, you should come across an area with a few rocks on it and an enterance. But, the path keeps going.

IGNORE THE PATH, STOP AT THIS AREA!!! Go into the cave and, would you look at that, more water. Time to use surf again. Fortunately, it's not a long waterpath. Go to the end and pick up the item- TM02 Dragon Claw. Magic, maybe. Or I just know where to go.

Run around in that area and only that area. Don't go into the water or the area near the enterance (in your case, the exit). While running in that area, you should eventually come across some Bagon. I can assure you that Bagon aren't rare. They're just not as common as the Zubat, Golbat, and Solrock.

P.S. You can follow the path that keeps going, if you want, but it's only another piece of land with another cave that leads to another ledge that appears to be in a different room but is really in the main room. The ledge only has a PP Up.

Well, not only do you know how to catch a Bagon, but you pretty much know all about Meteor Falls.

METEOR FALLS. The deep part of the cave. Its a little room.

You need to go to Meteor Falls and go to the very end of the cave and there you can find the rare Bagon.

Hi
You can get Bagon in the last little room where the TM Dragon Claw in, up the waterfall. While your there is also good to try and get a Dragon Scale because you can find wild Bagons that are holding it, and it's the only way to evolve Seadra into Kingdra.
