What GUY do you give the Eon Ticket to? There is only a girl at the docks.

Assuming that you didn't get it from an Action Replay, you talk to the girl, but then a Sailor takes it.

You show it to her at the docks(and then the guy will come up and start talking to you about going to the island, but that was in R/S) but if you got it from a cheat code, it probably won't work! They managed to make Emerald so that it doesn't work like in R/S, it seems.
If I were you I'd use a warp code to get to Southern Island after you've caught the one Lat you picked the color of at your house after you beat the E4. If it's not from a cheat code...well then I can't tell you why it's not working except maybe that you haven't done all the stuff you're required to do first.
There's another code you may need to encounter the Lat on Southern Island even if you do make it there. There are so many different codes out there and I don't know how you got your ticket! Check in the code sections for additional ones, I guess, would be your best bet.
Warp codes seem to work better on Emerald, the ticket codes don't work too well from what I understand(that's why there are warp codes!!).

Go inside the build on the docks and give it to a man if theres no build then just keep looking around for a man on the docks.
