First you must have unlocked the Regi caves. To do that you must sure to the left of Paciflidog town, and dive in a small area surrounded by fast currents. Then you must solve the braille puzzle and the Regi's will be unlocked.
Registeel: Registeel is located to the far left of Lillycove, just past some long grass. You must solve the braille puzzle in there to be able to fight Registeel.
Regice: To the north west of Dewford, located on a small island. Once again, solve the braille puzzle in a cave.
Regirock: In the sandstorm near Mauville. Go south once entering the sandstorm and you'll come across a cave at the bottom. Just like the others, solve the braille puzzle to fight Regirock.
