Yes you can you need to press the B button plus the direction you want to go then you will jump but you have to have the acro bike

With the Acro Bike, press B and the direction in which you want to go on the Control Pad simultaneously to jump.

Yes. Just click A and the D-pad up or down at the same time. You should be hopping side to side. You need the Acro bike.

Yup! You need to use your Acro Bike to get over the railings by jumping.(Press up or down on the pad and A to jump to the next level of railing) You'll need the Mach Bike for the tan colored ramp up to another higher level that you cannot reach any other way. The bikes are necessary for you to get to certain areas-probably why you haven't run into Heracross in the Northeast yet-and get Pokemon you won't be able to get elsewhere.
