Route 114. I think you can get it in 2 places though. Dewford the hiker in the cave. Which ever one you go to first.
P.S. I have no idea.
P.S.S. It costs about $20 I think.

Go to route 114 go to the house where the little kids big brother dug a cave and talk to the little kid he should give it to you!
