You need to max out it's beauty by feeding it purple pokeblocks

Feed it enough Pok�Blocks so that the Beauty sector in the pentagon diagram in its Condition panel in the Pok�Nav is touching the outside border, and then raise it a level.

Use a lot of liteblue pokeblocks with a low level and a high feel. Make sure Feebas's beauty stat is up to it's maximum. Then, either by using a rare candy or by battling, raise it one level and it should evolve into a Milotic.

Get it's beauty level to the max with poke blocks and then level it up one more level

To evolve feebas you need to max out it's bueaty then make it grow a lvl.
