No. But, you can get a second, and on very rare occassions, a third one. You must match all 5 numbers of your ID to the ticket you picked at the Lilycove Department Lottery corner thing.

Unless you want to risk tearing your game up with Action Replays and etc. Then I suggest going to the radio station and talking to the person who tells you what lucky number it is today. Then if all numbers match one of your pokemon's OT's(Original Trainer) then you will get a Master Ball. To have a higher chance of getting a Master Ball, have more than one game and trade a Pokemon off the bad file (just one) and start the old game over. This is also a good way to get all of the starting pokemon.
