You can only get them on FR or LF.
To trade them, you need to have the 2 precious stones ( Ruby,Sapphire).

ka0s answered:

You have to get the National Pokedex on your Fire Red as well as your Emerald (which, having beaten the Elite Four on Emerald, you already have.). Beat the Kanto Elite Four in Fire Red, then go to one of the islands (I forget which) and once you return this one guy's sapphire or something he'll link up Kanto to Hoenn.

To get a Heracross, look in the northwestern part of the Safari Zone. Directly below the sand on the Northeast side, there will be some grass. Mostly, you'll just find Natu and Xatu but Heracross WILL be there so keep looking. He's very rare, though, so I suggest getting the Acro Bike and hopping in place to conserve steps.

ShadowGX answered:

You trade then from FR or LG. You need to make sure you have the Ruby and Sapphire given to Celio at the Island one Pokecenter on FR or LG.

Heracross you can get from FR or LG too in the pattern bush.

Well, in Emerald, you get a Heracross in the northwest corner of the Safari Zone. But, the reason you can't trade from FR to Emerald is simple. Beating the E4 in Emerald is good, seen as how you automatically get the national dex and not have to worry about a thing. In FR, you must do a lot more than go up to the 5th gym. You must obtain all badges and have beaten the E4. You must have caught at least 60 Pokemon, and then talk to Prof. Oak. He will give you the national dex, but that's not it. Go to one island and talk to Celio. He'll put you on a very long mission. The first part is simple. Finding the ruby template. Go to Mt. Ember and once you enter, instead of going left to mauever your way up Mt. Ember, go right to find a couple of rocket thugs. Battle them and they tell you not to go in the cave. Well, who cares what they say. Go in and make your way to the end, which is where the ruby template is. Go up the ladder and exit. Get out of Mt. Ember so you can fly back to One Island. Talk to Celio and then he'll put in the ruby template. The next part is very complicated. He'll give you the Rainow Pass so that you have access to Islands 4-7. The first stop is Island 4. So, go there. You'll meet up with your rival. He'll tell you something interesting, something that I was at first curious. Go to the most north eastern house, so that you can find out it's Lorelei's house! Anyway, go into the cave just even more north east of the house. Try to figure out what to do to obtain HM07 Waterfall and then go up the waterfall and down the stairs. Then, go through the door and you'll see Lorelei with 3 (I think) rocket thugs. Beat the one you have to battle. She'll thank you. Anyway, next, ignore Island 5 and go to Island 6. In here, you have to go to Dotted Hole. So, go East then South. Go through the path until you find a cave with a metal or steel or whatever surface. It appears to have nothing until you have a closer look. It actually says "Cut" instead of a bunch of dots. This is a real mystery... What on earth do you do? Well, try to use cut and see what happens. Viola! The door opened! Go down the hole and you'll see 4 holes. Well, go to the middle pillar and it says "up". So, go down the top hole. The next pillar will say "left". Go down the left hole. The next one says "right". Go down the right hole. And, the last one says "down". Go down the bottom hole. You come across the sapphire template... Only to find out a stupid scientist steals it from you. But, he does give you the second password that the rocket thugs on one island didn't give you. So, now you can go Island 5. Travel your way east and then south and you'll come across a warehouse if you followed the path. Enter the two passwords and you have access to the Rocket's Warehouse. Does the place look familiar? Well, it's the same puzzle used in the Rocket's Hideout and Viridian Gym. Manuever your way through to the end. Battle the female rocket admin and then the male rocket admin. Then, once Team Rocket is gone for good, go to room north of you to come across that theif of a scientist. Luckily, he couldn't sell it to Team Rocket. He'll battle you and once you win (he should be pretty easy, no matter how weak your Pokemon are) he'll give you the sapphire template. Finally, after all that hard work, go back to One Island and talk to Celio. He'll install the Sapphire, and... You now have access to trades with Ruby, Sapphire, and Emerald!!!! Imagine... Wouldn't you have thought that after all that work, you'd get something much better? I mean, look at how long this answer is! I went into detail, of course, to try to help you, but I could have gotten into even more detail! Well, anyway, good luck.

Mixas answered:
