You could cheat, but that wouldn't bring you a valid ticket. The tickets must be acquired from any gathering, event, or facility run by Nintendo in order to be valid.

Originally you had to go to a nintendo event, but there are cheat codes which allow you to go to the rare islands.

Cheat, but the cheats doesn't work so use Warp Codes.
