That's Rayquaza, whom is only found on the top of Sky Piller.

You can get him on the Sky Pilar.

The name of the Pokemon is rayquazza and you can find it at sky pillar

The name of the Pokemon on the cover is Raquaza and you get it after you beat the Elite Four. After you beat them, go to the top of Sky Pillar and it will be there at Level 70.
