You get Mew or mewtwo at the birth island where you can find deoxys to.

For Sapphire, you cannot get either except by trading or cheating. On Emerald, you cannot obtain Mewtwo with out cheats or not trading.
But, Mew can be obtained. But, you have to go to a Nintendo Event to obtain the Old Sea Chart, first. To find out when and where the next Nintendo Event will be held, go onto www.pokemon.com.
It should say saomething about Pokemon Rocks America, or something like that, right on the home page. Read all of it. I hope you know what to do from that point on, because I really don't want to get into deep detail. Otherwise, there's no way to stop me!

You either have to trade from another game or use a Gameshark or an Action Replay.

Mew you get from special tickets at Usa Nintendo Events. Mewtwo you can only get from trade on FR or LG. Cheats always work out too.
