Rayquaza:
That moveset is a little dumb. There are two great sets you could take into consideration. Dancing Quaza or Special Sweeper Rayquaza. If you're into special attackers then you're going to want Dragon Claw/Flamethrower/Ice Beam/Thunderbolt. If you want Surf that's a possibility, but you must keep Dragon Claw, it recives a STAB. Can cover some weaknesses with Rayquaza's rivaling Special attack force of a Mewtwo. Dancing Quaza, composed of Dragon Dance/Earthquake/Aerial Ace or Fly/Rock Slide. Dragon Dance increases his attack and defense by one level (1.5 x) each time used, making this dragon one deadly-swift killer. Earthquake with enough Dragon Dances will take out Rock types which Rayquaza is weak against due to Flying traits he has. Earthquake will also serve as your main attack, will OHKO pretty much everything with enough Dragon Dance attacks. Rock Slide for Pokemon that have traits such as Levitate to prevent stuff like Earthquake from working, and other Flying types. Aerial Ace or Fly, but Aerial Ace is better for scooping out some enemies weakness and just because of the STAB it possess.

Blastiose:
They are tricky, since Blastiose have barren movepool you don't have much of a option. Just remove it. Starmie, Milotic, or Swampert are much better candidates.

Kyogre:
Second to strongest uber as of now. That's right, Groudon outclasses this powerful baby, for reasons that will be explained later. You're almost right here. Body Slam is worthless on this Pokemon, he has much better special attack, give him Thunder. Since Kyogre uses Drizzle, Thunder will never miss, and it's powerful for other Water and Flying type Pokemon. Calm Mind will turn this baby into a destroyer. This boosts his Sp. Atk and Sp. Def by 1 level (1.5x) making his already godly special attack even MORE destructful. This will also build up his already above avarage Sp. Def to withstand more Electric attacks.

Groudon:
The Pokemon who has the potential to beat Kyogre itself, if played right of course. I don't know why so many people arm up their G-dons with Solarbeam, it don't get a STAB and Groudon's Sp. Atk is lacking a little. Sword Dance should be given to him in place of Solarbeam, this increases attack stat by 2 levels (3.0x) This move makes Groudon a monster. Almost unstoppable. Using it even once will allow Groudon's Earthquake to One hit ko almost every fully powered Pokemon, and even hurt badly Pokemon that are resistant to Groudon attacks. Rock Slide in place of the gay OHKO move Fissure, since it's retarded and you have Earthquake which is 10x better then it. Rock Slide as always provides Flying and Levitating shelter for you. If you want you could keep Fire Blast just because it gets powered up by Groudon's Drought ability.

Mewtwo:
You just caught it so I won't really jump on your back over it. All standard Mewtwo have Calm Mind, turns Mewtwo into another killer if you know what I been talking about this whole rating session. Dark types are nouces to Mewtwo. Psychic a lone can't do the job against these devilish Pokemon. Thunderbolt/Ice Beam/Flamethrower along in combination with Calm Mind to take them out, as well to cover other weaknesses. So replace both Strength and Swift with those pending moves.

Missingno isn't real, if you do encounter some sort of glitch in your game, which you should not then it's not Missingno. It's a mishaps in the game, or something unnatural with your copy.

Good, but train up mewtwo and release missingno. Or put it away but don't use it. Also give another attack to blastoise like surf for bite beacause you don't have surf in your party

I would rate you're team 7/10. You should take out missigno and put in one that actually has moves.

Ok. First of all heres my suggestions:

Rayquaza-if you want the confusion every 2-3 turns I suggest you put dragon claw on him otherwise make sure you have the yellow flute [(u get it from the Ash Master)(it relieves confusion and it will work forever)]. You can keep thunderbolt. Take out rest for hyper beam... It works better with his stats. Fly can be kept but you could put aerial ace instead of it if you don't like to wait. So it wood look like this....

Blastoise-with all of these poor accuracy attacks, he's really in trouble unless you max out his defense and special defenses with anything left for hit points. Blizzard is ok but I wood trade it for ice beam because it has higher accuracy. Hydro Pump isnt worth anything if you already have hydro cannon so instead of pump substitute that for surf. Bite can work as you're "main move" because it's a good move with alot of PP. So it should look kinda like this....

Kyogre- koool Pokemon because of it's drizzle effect. Hydro Pump can stay unless you want Surf. Sheer Cold (even though I like this move) should b substituted for blizzard/ice beam. Body Slam is good. Then put Thunder on because it will never miss because of the drizzle effect. It should look kinda like this....

Groudon-like his drought effect too. Keep solar beam because his drought effect makes it only take one turn to attack. Fire blast will work but you could put flamethrower in instead. Keep earthquake. Put rock slide instead of fissure (i like this move too). It should look kinda like this...
