1. NO, you cannot have access to Kanto in Emerald.

2. To access the Regi's lairs, you need is a Wailord, a Relicanth, and a Pokemon with dig, surf, and dive. To catch the Regi's, you need a Pokemon with rock smash and flash. This is pretty long, so be prepared for a long story. On route 132, 133, and 134, there is this fast current that could drift you into a place you do not want to go to.

The point is to reach the one and only diving area on that route which may take a while unless you know what to do and how to do it. Use dive once you're in that area and go down. There is this tablet that says "Go up here". So... Go up there!
You are now in THE sealed chamber. There are other tablets that say nothing but the alphabet. Go to the back of the room and it says "Use dig". Use dig while in front of the tablet and the door will open. In the next room, things get interesting. The tablets now tell stories about the Regi's. It's pretty cool, but the main idea is, as before, to go to the back of the room. It says something like "Relicanth comes first and Wailord comes last" in a different, more elaborated way. If you put Relicanth first in your party and Wailord last in your party, then press A and "read" the braille writing and then cancel out, the whole place should start rumbling. If it doesn't, then switch Relicanth with Wailord, then "read" the tablet and THEN the place should start rumbling. There is no other way, but I'm pretty sure Relicanth comes first and Wailord comes last. Anyway, it should sound like 3 doors opening somewhere. The doors are the lairs to the Regi's.

The one to Regice is on route 105, the one to Regirock is in the Desert, and the one to Registeel is one route 120. In each of these caves there are more jobs to be done. Goody! I don't remember what exactly you have to do, so if I'm wrong it's because I'm guessing. For Regice's lair (Island cave), you have to walk around the room once while touching the wall and not bumping to anything. The door will open. For Regirock's lair (Desert Ruins), you have to turn left, left, down, down, then you have to use rock smash. The door will open. For Registeel's lair (Ancient Tomb), you have to go in the middle and use flash.

The door will open. For each of the Regi's you'll need plenty of Ultra Balls, even though they're the easiest of the legendary's to catch.

3. By accomplishing a certain amount of wins (each different for each station), you'll battle the Frontier Brain, one of the strongest trainers ever. There are seven of them, too. Beat them to obtain the Silver Symbol. Accomplish the same amount of wins again and you'll battle them again- just with different pokemon. If you beat them, you obtain a Gold Symbol.
