How can you get Mew, Lugia,ho-oh and celebi without cheats?

You can't you either need an Action Replay, a gameshark, and or go to a nintendo event.

Go to a Nintendo Event and choose the Old Sea Chart and Mystic Ticket. Recieving the Old Sea Chart lets you go to Faraway Island where Mew is. Recieving the Mystic Ticket lets you go to Naval Rock where Lugia and Ho-oh are. You can't catch Celebi without using a cheat- there's no other way. Rate this answer.

Mew is found on the island accessible with the Old Sea Chart, and Lugia and Ho-oh can be found at Navel Rock, which is accessible with the Mystic Ticket. You can get Lugia and ho-oh with the ticket at a Pokemon rocks event, you need the old sea map for Mew but nintendo hasnt revealed how to get it, you can't get celebi as far as I know.

I am sorry, the only way to get Mew Lugia ho-oh and celebi is wit an action replay cartige or an nintedo event if you mix records wit someone itl not work because you nedd an activeator for the ticket, so I suggest you just buy an action replay it's just like 20$ or the new one is like 35$ ok.

You get Mew with the old sea chart that is in america and the canary islands
You can get celebi with a spanish ticket called TIME TRAVELERS TICKET or TICKETA DE TODO TIEMPO
You can get Ho-oh in Pokemon colloseum and Lugia in Pokemon XD

You can't unless you go to a Nintendo event, or use a Gameshark/Action Replay.

You can only go to Navel Rock(Ho-oh, Lugia) and Faraway Island/Edge of the Earth(Mew) without cheats. Go to a nintendo event and there will probably be someone sitting in a chair with a GBASP and a table in fron of him/her with some Wireless Adaptors.

You also need the Mystery Gift option to be activated( On the white sheet of paper in any PokeMart put in the words "LINK TOGETHER WITH ALL") Mystery Gift with the person, then go to any Pokemon Center. On the second floor, there will be someone in a green hat. Talk to him, and he will give you a Mystic Ticket/Old Sea Map/Aurora Ticket. Then use the ferry in Lilycove. They will tell you that they want to go to somwhere far away. They will take you to the Edge of the Earth if you have an Old Sea Map, where you play a game of hide-and-seek with a Lv. 30 Mew, or Navel Rock if you have a Mystic Ticket, where you will be on a rock.

Go into the rock, and go to the end. There will be two sets of ladders. The one on the right goes up to the top of the rock where there will be a Lv. 70 Ho-oh screaming "CATCH ME!!"(Hehehe...), and the one on the left takes you down to the bottom of the rock, where there is a Lv. 70 Lugia waiting for you.

As for Celebi, you need a AR/GS.
