Question for Pokemon Emerald

To get a new starter Pokemon you have to
Help prof. Birch escape the pokemon.
When I talk to him all he says is "would you like me to check your pokedex?" But that's all he ever says.
HOW DO YOU HELP PROF. BIRCH ESCAPE THE POKEMON!?

This is at the begining of the game! By new starter the person you heard this from meant the new SERIES of starters. Torchic Treecko and Mudkip. You CAN NOT get a second starter Pokemon with out trading.

I don't understand how that can happen... Either you already have your starter Pokemon, or there's a glitch in the game. If you want a new one, start a new game, or get one from another game.

Well no, you can only get one hoenn starter, and if you catch all hoenn pokemons you well get a johto starter from birch.

If you find ghost in the Pokemon tower, summary a Pokemon, and then it's a gastly (I know it's for Pokemon blue, but hey, maby you have pkmn blue)
