No I'm sorry dude but you cant.the only way is to go to the safari zone after the Pokemon league.

Houndour is in the Safari Zone expansion north, and Ponyta and Growlithe you must trade from Fire Red.

No there is not really any way to get them on emerald but I would suggest trying to beat the Pokemon league onfire red or leaf green thentrading from that hope I helped you and thanks for the question

No, Before you enter the Pokemon leauge you cannot get Growlithe, Ponyta, Or Houndour, or plenty of other Pokemon for that matter. Sorry, Hope this helps

Growlithe and Ponyta is'nt in Pokemon Emerald (Unless you trade)... But Houndor is in the Safari Zone Expansion (New Safari Zone)... Yes Houndor is there, I actually caught level a 36.
