The stones are also blocking a guy from meeting his girlfriend it says a pokèmon can smash it but how??

You aren't meant to progress through Rusturf until much later in the game. For now, you're intended to go down to the bottom half of Route 104 and talk to Mr. Briney so you can get to to Dewford Town.
