It depends... First of all they are called Terra cave (I forget what the other is called...) After you beat the elite 4 go to the weather institute and talk to the guy that gave you Castform. He tells you where it is. Then catch Groudon. Then go back and Talk to him again to find Kyogre.(they are both level 70)

Talk to the guy in the weather center near fortree (where you got castform) he will tell you where either the land cave or the sea cave is. After visiting one and catching (or fainting) the beast within, he will tell you where the other is

You find out where they are by talking to the scientist who gave you the Castform in the Weather Institute. He'll say that there is a drought near route ---, and that's the route Terra Cave is on. Inside, you can fight Groudon. Afterwards, he'll say that there is a downpour on route ---, and that's the route Marine Cave is on. Inside, you can fight Kyogre. But, when you find out where the caves are, you better be quick on finding them, because if you are too late they move to a different location. Also, the caves can be found on four different routes and are in one of two locations on that route. So, it's not like a piece of cake. But, don't worry- you get between 5-10 minutes of finding the location. Hope I helped!
p.s. The Sea Lair is Marine Cave and the Land Lair is Terra Cave...

Talk to the guy on the second floor of the weather centre after beating the Elite Four (the one who gave you Castform). He will tell you where unusual weather has been. Go there immediately and:
IF he says it is raining and you go to water, use dive on a black spot in the water that wasn't there before. This will lead to Kyogre.
IF he says it is very sunny and you go to land, find a cave entrance that wasn't there before. Walk in and it will lead to Groudon.
