When you get to Dewford Town, might I suggest walking up north then left to where you see a cave entrance?
Go inside that cave then talk to the hiker just near the cave's exit. He will give you the FLASH HM.
If you wanna go into the caves deeper and wanna use Flash, I suggest beating Brawly before doing so, if not, you might need to travel around the lower parts of the cave until you find Steven. Lol
