Can you get a shiny starter by just soft reseting?

I recently bought emerald for my gba, I do not know how to get a shiny starter, I know that in other games you can do it by just soft reseting. But then I heard in emerald everythings different, that the rng is broken or something like that however I don't understand anything, can I just normally soft reset like I would in other games

I am also shiny hunting on Emerald. The RNG is in fact "broken" and is different from Sapphire/Ruby. You can soft reset for a shiny starter or a stationary Pokemon but it's a shot in the dark. You can either find out your SID and use that to find your shiny frame or simply do 50 SR per file (at different times) until you get a shiny.
