Go to Pacificdlog Town (I remember you have to use Surf to get to it). It's close to Sky Pillar where you can capure Rayquaza. There is an old man that lives in the right part of the town. He keeps saying he sees a "mysterious island". I'm still looking for the island myself, but in my guide book I bought from GameStop years back says that Mew is hidden somewhere in the grass.
