You don't.You only get them in FireRed/LeafGreen on two island by talking with the old lady on the cape brink with Charizard/Blastoise or Venusaur.

Yes. This applies to all starters.
All starters can be traded to a later generation to be taught Hydro Cannon/Blast Burn/Frenzy Plant, depending on their type.
