I would strongly suggest not using an All TMs/HMs Code. Most of them can corrupt your Game File or fill your entire bag with TMs/HMs. It's much better to just find them throughout the game.
If you are set on using a cheat code, here is an Action Replay Code that I found:

Like I said, it might hurt your game. Use at your own risk.
