Inside Mt Pyre
You can get Sea Insense as well as Lax Insense

Inside Mt. Pyre-where the trainers are, not outside where it's foggy and all. On the 4th floor should be the Sea Incense, and while you're there, the Lax Incense is on the 5th floor, TM 30-Shadow Ball on the 6th, and the Cleanse Tag is on the 1st floor.
