Why can't I get the 8th badge?
I defeated the gym leader but after the fight when I see my badges the rain badge is not their so I talked to the gym leader and said to go to evergrande.

You should have received the Rain Badge immediately after defeating Juan (The Eighth Gym Leader). I would suggest to now go and try to challenge the Pokemon League (Ever Grande). If you're able to battle the Pokemon League, I'm sure you have the Rain Badge and just somehow missed it. If you can't battle the Pokemon League, then I think your game has a glitch.
