I can't seem to find the 8th badge in Pokemon emerald help me

The 8th and Final Pokemon Gym can be found in Sootopolis City. You can get to Sootopolis City by diving in certain spots on Route 126.

why i can get a dive ? I've got pyschic badge but i don't got the HM
