After you have defeated the Elite Four, you can find Kyogre in Marine Cave. Marine Cave can be found underwater. You can get there by going to Diving Water Spots on either Route 105, 125, 127, or 129. If you go to the weather center, you can find out where it is. However, you must act fast. If you take too long, the spot will move.
After you have defeated the Elite Four, Groudon can be found in Terra Cave. A lot like Kyogre, there are certain spots on Routes 105, 125, 127, and 129. However, these are cave openings instead of water spots. Again, you can find where these cave openings are by going to the weather center. Just like Kyogre and the water spots, you must act fast because the cave openings will move after a while.

Well you have to ask the weather institute scientist guy so he can tell you if it is a drought or heavy rain.
To find groudon, tell the guy on a computer. If he says theirs a drought on any route, thats groudon
To find kyogre, again the guy will tell you where there is heavy rain. When you find a diving space dive there, youll find kyogre
WARNING this only works when deafeted elite four and the legendaries will be level70
