What is the difference between Pokemon Emarald and Pokemon Ruby/Sapphire?
And also, when will Emarald come out in England?

The main difference is now: there's the battle frontier. You can also catch most of the Pokemon you couldn't catch in Ruby and Sapphire(i.e.you couldn't catch Seviper in ruby but you could in sapphire. Vice versa for Zangoose.)oh, and you can catch BOTH Kyogre and Groudon.

Emerald is both Ruby and Sapphire put together you cannot catch a few Pokemon though.

I will make a list of them:
1-The battle frontier
2-It is like Sapphire and Ruby put together
3-You can get Pokemon from other regions
4-More really rare Pokemon like Deoxys Lugia Ho-Oh Mew and some others.
