You get it from Wallace after you deploy Rayquaza to break up the fight between Kyogre and Groudon and hear Maxie and Archie out.

It's waterfall and i'm pretty sure wallace gives it to you later on in the game

HM07-Waterfall. Sootopolis City-Cave of Origin. Go there, talk to Wallace, follow him to The Sky Pillar, find Rayquaza, he'll flee. Now return to Sootopolis to watch the fight between Groudon and Kyogre, it's broken up by Rayquaza. The weather gets better, people come back out...now talk to Wallace again to get HM07, you must get that last badge to use it outside of battle, though.
Now you can go up waterfalls-and reach places you couldn't before-like Ever Grande City; and you can return to Meteor Falls to get yourself a Bagon or Shelgon from where you couldn't get to before-it'll become a Salamence at Lv 50.

HM 07 is Waterfall, and it is found in The Cave of Origin. ( Where you catch Kyogre. )
