You get a dragon scale when you catch a horsea thats holding 1

All you have to do is catch wild Pokemon and they might be holding it ( try dragons)

Hi!
Some wild Bagons and Horseas can be found holding a dragon scale, although not very many of them so it's up to luck really if you get one first off.

Hi! You can also trade it from Fire Red or Leaf Green. In these two games you can obtain it in the trainer tower, when you win.
Ps: I think that is the easiest way of getting it.
