You don't get it, period. It's supposed to appear in the Diamond and Pearl series.

Look on the back of the game package that you bought this game with. It should appear on one of the pictures on the back of the Metal Gear: The Twin Snakes Gamecube game case. Did this help?

That Pokemon does not exist in Emerald, it is a 4th generation Pokemon, something you will find in the Pokemon Diamond and Pearl versions which are not out yet.
