You cannot go to the Sevii Islands in Pokemon Emerald. You can only go to them in Pokemon FireRed and Pokemon LeafGreen.
However, if you received the Mystic Ticket and Aurora Ticket Events years ago, you can go to Birth Island and Naval Rock.
