1) no clue 2) yes but groundon is in the drought and kyogre is in the heavy rainfall. Look for my other post about this because it has more information

My answer is:

1. Nintendo Events are things that nintendo gives out around the world that get you to special places through the mystery event.
2. Groudon is, not Kyogre, you can get Kyogre after Groudon where there is heavy rainfall. (Terra Cave and Marine Cave)

1) For the Nintendo Events I think you need to buy a machine like that!! There I think you can find Jirachi,and Celebi there

2)Yes it does,Groudon has a effect of Drought when you enter him in a battle, and Kyogre has Rain fall effect too when you battle it!!
