The first place you need to use DIG
The second place you need Relicanth and Wailord
And to solve the braille alphabet you need some sort of "How to learn braille" book or the Ruby/Saphire/Emerald strategy guide

The braille code is in the first room of the seeled chamber, in "ABC" order, and punctuation on the side. Hope It Helps.
