You get Cut in Rustboro City. The house right next to the Pokemon Center is where you get cut. Just talk to the guy and he'll say something and just give you cut.

Talk to the Cutter in the house next to the Rustboro City Pok�mon Centre. You must have the Stone Badge to use it ouside of battle.
