The third gym is in Mauville. To get to the fourth gym in Lavaridge you will have to go on a bit of a side quest. You have to go through the desert on Route 111.
If you don't have the Go-Goggles then turn left before you get to the desert. Follow Route 112 and you will find the Cable Car blocked by Team Magma forcing you to go through Firey Path. Its pretty straight foward from here until you get to Fallabor Town. (In case you need to heal up on the way, there is a little house with an old lady that will heal you on Route 111 on the North side of the Desert)
Stop by the PC before you leave that way if you faint you don't have to go through all that traveling again. Go ahead and continue on West of Fallabor and follow the path. You will find the home of the Pokemon storage creator (she wont be home until you talk to her in the PC) and almost a dead end of grass. Take the stairs and the path to the West side of the grass.
At the end of this path there is a cave (Meteor Falls) in which you will deal with Team Magma. Once you have taken care of them you can use the Cable Car on Route 112.
The Cable Car takes you to the top of Mt. Chimney. You will find Team Magma and Team Aqua fighting. Take out Team Magma and you will be free to head down the slope to Lavaridge Town.
