In Pokemon Emerald, You can find a Skitty on Route 116. Staryu can be encountered by using a Super Rod in Lilycove City.

But the thing is Skitty is hard to find in routh 116.Pravinj answered:
Staryu: Use fishing rod in Lilicove city.
Skitty: Walk in the grass on rout 116.
