I don't know what you mean by how, but I can tell you where he is.
You need to go to Lilycove city, than go to the PokeMart (it's like a big mall) the Move Deleter's house is located to the Left of the Lilycove Poke Mart.

The Move Deleter's house is located in Lilycove City.
It is the house to the Right of the Pokemart.
If you need a move deleted, then simply enter the house and talk to the man inside. He will help you out by deleting unwanted moves such as HM's free of charge.
