Steven isn't in his house so I can get HM Dive what should I do?

He's usually not at his house, he can be found however at Meteor Falls in the Upper Area, and he is the last room you can get to in Meteor Falls. Make sure you bring some Repels with you if you don't want to encounter a load of Zubat's. Also, Bagon can be found here in the Upper Area of Meteor Falls, a few rooms before you get to Steven.

If you had beaten Tate and Liza or the Mossdeep City Gym Leaders,go southeast and you will see Team Magma.Follow them inside the Space Tower.If you want a Sun Stone go talk to the man dressed as a sailor.He will just give you the Sun Stone.Defeat all the Grunts there,proceed to the second floor.There,three Grunts will challenge you one at a time.After that,you would want to heal your Poke's because your in for a tight battle alongside with Steven.Go back there and talk to Steven(he will not give you the HM Dive yet.)you will see a short conversation and after they have finished yapping around,talk to Steven again and he asks if you are ready to battle with him.Say Yes(of course!)Defeat Admin Tabitha and Maxie.Go back to Steven's house and he will give you the HM Dive.
