Go to the Abandoned Ship.Find the Scanner.You shoul have the Pokemon that knows these moves:Dive and Surf.Use Dive to find the Scanner.Itemfinder may be helpful.Or you can just walk past the walls to get the Scanner quickly.Go back to Slateport City,go inside ferry Capt. Stern will be there.He wants to trade with your scanner for a Deepseatooth or a Deepseascale to evolve your clamperl through trading while holding the mentioned item.You can just keep the scanner or trade for the items above.
