Well, there is no way to truly tell.

The best thing to do is to keep track of your Pokemon's EV with a paper and pen.

A Pokemon can only have a total of 510 EV.

Kind of. IV's or Individual Values are the Stats. Ev's or Effort Values help increase your Inidividual Values or your Stats.
