just go to every building and find dock.When you find him he will say to deliver the parcel to capt. Stern and the team aqua will be inside the museum.don't forget to talk to everyone

This is a bit late, isn't it? Sorry if I arrived too late.
Okay, judging by your question, you have found the museum. You have probably also found that the way to Mauville on route 113 is blocked by team Aqua. Well, if you go south of the museum to the large building at the edge of the water, enter it, and go north until you reach a bald man at a desk with a complex sheet of paper on it. Talk to him. He will tell you to go give your Devon Package to Capt. Stern. Stern is in the museum, which charges 50 pokebucks for entering. When you arrive at the museum, go up the stairs, and the only person up there is Capt. Stern. Once you talk to him, you will be attacked by two Grunts, so make sure you can recover and have full health pokemon. The battles end, and you give the parts to Capt. Stern after a confrontation with Aqua Leader Archie. Go down, exit, and you can go to Mauville. [There is a nervous-looking Grunt in the museum, he will give you the TM for Thief (TM47, I think)]. This should answer your question and get you past it, I do believe.
