No where, besides the very beginning of the game. The only way to get this Pokemon is to choose it from Professor Birch.

HAHAHAHAHA Thats very hard you Need a Gameshark if your on the actual GBA but if your on an emu then just get walk through walls and walk to the right of Littleroot town and youll see Prof. Birchs Secret garden

Bruh My Brother Just Started and He Found an Shiny Poochyena and Torchic So it's Possible But Chances Are Extremely low
