Question for Pokemon Emerald

How can I acquire Jirachi and Deoxys? This are suppose to be Hoen Region Pokemon.

You can't get them anymore, they were event Pokemon. You can however use an Action Replay to get them on your game, but thats about the only way to get them.

I don't really understand the concept of using Action Replay codes, how does that work? And where can I get them?

You need to use an action replay now. An action replay is where you insert a game cartridge into the action replay, which is normally a 2 sided game cartidge, and then insert that into the gameboy. You then start up the gameboy and on the action replay, select the codes you want, then press play game. The game will then have stuff like infinate money. If you want a Pokemon, on the action replay menu at the start, select a Pokemon from the list and tick the box. It should the grass.
