That would be Deoxys. Stat-wise he's the strongest 3rd Gen. (Depends on the Forme.)
You can only obtain him by trade or Action Replay.

Probably Mewtwo or Deoxys. If you mean OU's and not Ubers probably Salamence or Tyranitar.

Metagross is very good too, you can solo elite 4 and champion with it from lvl 90 on or so, nice to train lower lvl pokemon ;)

Rayquaza (his attack, SP. ATT. And HP can cross 410 all of them) his speed and special def can cross 300 his defense can go up to 306) I have beaten the elite 4 and champion using rayquaza alone...HE IS VERY STRONGG (after you train him and you get him to like you, you will find that he can use outrage continuosly without really being affected by confusion)...
(of course you know by being a dragon type he gets a power boost for outrage {Same-Type-Attack-Boost) so his outrage attack comes out at 180 power....that's more than a hyper beam)...he can also learn hyper beam naturally

I would think zekrom is the strongest Pokemon in the world because his hp is 235 on my Pokemon card his attack does 20+ and you can't really see him if your in a pitch black place like a cave in the forest. He is very swift also

I have found that in Emerald a well trained Aggron is incredibly strong, as well as learning ice beam so it can sort out a wider range of foes.
I use him in a team with gardevoir and Blaziken, another two strong Pokemon, for a nice powerful team that has nearly no weaknesses. Of course raquaza helps too, but I'm talking about non-legenary
