Can't find Latios on Southern Island

If you used the action replay or another cheat cartridge to travel to the island he wont be there. Im not entirely sure how to solve it. I never got round to it myself but I'm guessing you could use the cheat for the ticket to get to the island and then the cheat that 'activates' it.

There's only a message there. I forgot what it is but no Lati :(

After defeat the Elite Four, go to the take ship in Lilycove City, if there is no the eon ticket in the PC, go out and re-enter to the Pokemon Center, or fly to other city and back to Lillycove until get it, all codes must be enabled

I thought he wasn't there either. But then I walked up to the rock-like thing in the middle of the clearing and pressed the A button. Suddenly Latios appeared.

Im pretty sure your the first Pokemon in your party has to be level 39 or below. Make sure you have plenty of ultra balls. I'm not sure if he tries to flee when he's at southern island but just in case have a Pokemon with mean look. Get his health down, paralyze'em, make him sleep, do whatever, just don't make him faint! I like this option: when he appears switch your 39 or below Pokemon out for one with a higher level, after that get your pokemons defense as high as it'll go or get latias' attack as low as it'll go, just let him use up all his moves and when he starts to use struggle, bombarded him with ultra balls! Or just use a master ball as soon as he appears either way will work.

When I go to the rock it nothig happened

I tried but there was no option to sail to the southern island!!!!!!!!!!!!!!!

You are only able to catch one lati in southern island..if you catch latias in the southern island..it means latios is in the wild..if you want to catch latios in wild..I will suggest you to use repels and try to go on the grassy area or any area that you know where most wild pokemons appear..but after seeing it..you are not able to catch it with pokeballs you can only use masterball because it will fled.

I found the red one at grassy road to mauville IDK (if it's the blue one I totally forgat about that way back 2003)

You need to event to happen. If you missed it, use a code to enable the event, then go back to the island to encounter Latios/Latias.
