how to move the boulders? use the HM strength which is OBTAINED after smashing the rock in RESTURFCAVE NEAR VERDANTURFtown BY A GUY DIGGING TO GET TO HIS GIRLFRIEND IF YOU SMASH THE ROCK HE WILL THANK YOU GIVE YOU HM 04 STRENGTH THEN HE WILL LEAVE

It's not so much the Pokemon as the HM strength. I believe a Blaziken can do it.

You need to find HM strength near cave of second gym of rock type Pokémon and when you crush the rock in cave where Mr. Brine found his Pokémon peeko means wingull
Then that man will give hm strength
