Im not sure what you mean by "South Island".

There are several islands in the game, So...

Here are the Islands I know of that you are able to get to and how in Pokemon Emerald:

Ever Grande City
Ever Grande City is located on the Island most east than any other on the Hoenn map. It is the home of the Pokemon League, and to get to it, you must have all badges, and have the Hm, Waterfall.
The first part of the city only holds a Pokemon Center, and the Entrance to Victory Road.
The Pokemon League is located at the end of Victory Road.

Mossdeep City
On the Island closest north to Evergrande City lies Mossdeep City. Mossdeep is the home of the infamous Space center, and also home to Ex-Champion, Steven Stone. Mossdeep is a short surf from Lilycove City (after dealing with Team Aqua at Mt.Pyre and their Hideout, of course).

Sootopolis City
The next Island directly South-West from Mossdeep is Sootopolis City. It is home to the ancient Cave of Origin, where you first encounter the Champion, Wallace. To get to Sootopolis, you must be able to use the Hidden Machine dive outside of battle, to dive, and enter the underwater entrance of the city.

Dewford Town
Dewford town lies on the southernmost Island in the game. Just look on your map for the lowest blue dot.
That is Dewford.
To get to dewford for the first few times, you will need the help of Sailor Briney. After helping him with his stolen Pokemon, he will help you out getting there by his boat. Just pay him a visit at his sea cottage West of Petalburg City. Talk to him, and tell him you want to sail.

These are the major Islands throughout the game.

Or, you could be talking about either the Island housing the Battle Frontier , or the Island where you encounter the opposite Lati than the one wandering the region, Southern Island

If you meant Battle Frontier:
Battle frontier is located on the island south between Sootopolis and Mossdeep. It can only be visited after defeating the Pokemon league, and recieving an invitation from Scott aboard the S.S. Tidal for the first time.

If you meant Southern Island:
Southern Island is the almost center Island towards the bottom of the map. It is in line Horizontally with Dewford.
It is the resting place of the opposite Lati Pokemon that you choose to encounter.
The only way to get to it is to sail there using an Eon Ticket received via Nintendo Event.
