The name of the move deleter is... Well Move Deleter. If you're in search of him, go to Lilycove. It's not very hard to find the Lilycove Department Store so start there. If at the entrance of the Lilycove Department Store, there should be a building off to your right. In front of the small building is a sign that says "Move Deleter's House". Just go inside and he should be there. Hope this helped.
