Well since I had a fog problem with the game I now am using the gameboy Advance for PC (VisualBoyAdvance). I got the game again and when I reach the cave near rustorbo city all I see is my character in pure fog again. I managed to get through the caves but when I get to the ocean and use the move Dive, I can't see the ocean floor. Only my character on top of the Pokemon sorrounded by fog. What must I do to make everything visible. This problem also happens with Ruby and Sapphire. Someone please help!

Like I said in the previous Answer, it's probably an issue raised by the emulator (Visual Boy Advance). It's much safer to just play the game on a GBA of some sort, if you have one. This is the first time I've ever heard of this happening.
I am having the same problem, and am stuck because I can't navigate the fog to find the cave entrance. Is there an emulator I can use to fix the problem?
Everyone that uses the Emulator has this problem. Apparently you have to go to your VBA options and experiment (tamper) with the video settings, another result on google told me that you need to change your save option to "raw" using the emerald(sav) file but I don't think that's reliable. Nobody seems to give a straight or simple answer.
I fix it by going to video and then I disabled sfx and it worked
